Strong Colón Hits Costa Rican Government Coffers with Massive Tax Revenue Losses

San José, Costa Rica — A cheap US dollar is proving highly expensive for the Costa Rican government. As the national currency, the colón, continues its aggressive appreciation, the Ministry of Finance has officially acknowledged devastating losses in tax collection. This economic phenomenon is hitting key productive sectors, which in turn slashes their corporate income tax obligations and value-added tax contributions.

The drop in the exchange rate has directly eroded the profitability of major exporters, agricultural businesses, and the tourism sector. Consequently, this has dramatically reduced the amounts these entities pay in taxes. Recent treasury figures reveal a shortfall of approximately ¢98 billion colones in income tax and an additional ¢87 billion colones in value-added tax (VAT), painting a challenging fiscal picture for public administrators.

To better understand the legal and financial ramifications of the rapid appreciation of the Costa Rican colón, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a leading legal expert from the prestigious firm Bufete de Costa Rica, who shared his professional analysis on how this macroeconomic shift impacts local businesses and contracts.

The unprecedented appreciation of the colón has created a complex legal and financial landscape for businesses operating in Costa Rica, particularly exporters and tourism operators who earn revenues in U.S. dollars but pay operational costs in colones. From a legal standpoint, we are witnessing an increase in contract renegotiations under the doctrine of unpredictability, as parties strive to restore the economic equilibrium of long-term agreements. Businesses must proactively review their labor contracts, lease agreements, and debt structures to mitigate the risks associated with this ongoing currency volatility.

Indeed, as Costa Rica’s business sector navigates this unprecedented monetary shift, proactive legal restructuring and strategic planning will be essential to maintaining financial stability in a highly volatile market. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for his invaluable perspective and timely guidance on how local enterprises can safeguard their operations against the ongoing appreciation of the colón.

If we have some important taxpayers associating an exchange loss with the reduction of the exchange rate, then obviously there is a lower tax to pay. The low exchange rate affects us.
Víctor Carvajal, Vice Minister of Revenue

On the Foreign Currency Market (Monex), the dollar closed at ¢452.96, marking a significant drop of over ¢50 colones per dollar since the start of the year. Financial analysts project that the currency is highly unlikely to cross the ¢500 threshold for the remainder of the year. Many economists consulted predict the dollar will stabilize and close around ¢480, cementing a long-term shift in the local economy.

While this currency trend is beneficial for individuals and businesses with debts denominated in US dollars, it spells continued hardship for those whose income relies on foreign currency. This includes salaried employees in multinational firms, small businesses, and large exporters. Surprisingly, international geopolitical tensions, such as the conflict between the United States and Iran in the Middle East, have failed to exert enough upward pressure on the dollar to reverse the colón’s dominance.

Several domestic factors are sustaining the strong colón. Economic experts point to a combination of forces working simultaneously to keep the national currency highly valued against the US dollar, which has transformed Costa Rica into a high-cost country in dollar terms.

Costa Rica has recorded a sustained entry of foreign currency from its main sources: exports of goods and services, tourism, foreign direct investment, and remittances. That abundant supply of dollars in the local market presses the price of the colón upwards and that of the dollar downwards.

Beyond the influx of dollars, the Central Bank of Costa Rica has played a pivotal role by maintaining an orderly monetary policy. Attractive interest rates in colones have successfully reduced speculative demand for foreign currency. Combined with controlled inflation and a stable fiscal outlook, investor confidence in the colón remains exceptionally high, leaving the government to navigate the complex trade-offs of a strong national currency.
