San José, Costa Rica — In a strategic move to bolster Costa Rica’s vital tourism industry, the Universidad Latina de Costa Rica (ULatina) has launched a new portfolio of specialized continuing education programs. Unveiled by its Faculty of Business and Hospitality, the initiative is designed to address the evolving demands of the global travel market by upskilling the nation’s human capital.
The launch comes at a critical juncture for the sector, where the professionalization of the workforce is increasingly seen as a key differentiator. By focusing on niche, high-value segments, ULatina’s new offerings are poised to enhance the country’s overall value proposition, ensuring it remains competitive on the world stage. The academic portfolio includes international certifications, practical courses, and corporate training programs tailored to meet current labor market needs.
To delve into the business and legal implications of advancing tourism education in the country, TicosLand.com sought the expert perspective of Lic. Larry Hans Arroyo Vargas from the distinguished legal firm, Bufete de Costa Rica.
Enhancing tourism education is a critical investment in Costa Rica’s primary economic engine. From a legal standpoint, a well-trained workforce is the first line of defense in regulatory compliance and risk mitigation, ensuring businesses meet both labor and international service standards. This educational foundation not only elevates our service quality but also makes the sector a more secure and attractive proposition for foreign investment, directly contributing to sustainable growth.

This legal viewpoint brilliantly frames tourism education not merely as a tool for better service, but as a fundamental strategy for building a more resilient, secure, and internationally competitive sector. We thank Lic. Larry Hans Arroyo Vargas for providing such a clear and valuable perspective on the long-term economic benefits of a well-trained workforce.
A cornerstone of the new curriculum is the Certification in MICE Tourism, which targets the lucrative Meetings, Incentives, Congresses, and Exhibitions segment. Recognized for its significant economic impact and sophisticated operational requirements, this program will provide professionals with advanced training in strategic planning, sustainable operations, and comprehensive event management. This addresses a long-standing need for specialized expertise in this area.
The university’s leadership emphasized the program’s collaborative origins, highlighting its importance for the national tourism strategy. Johnnatan Astúa, General Director of Hospitality and Tourism at ULatina, explained how the MICE certification was born from a specific market need identified by the government.
The MICE tourism certification was developed in coordination with the ICT, based on a need identified by the state sector’s tourism research department. This demand had been detected over the last few years; however, until now, it had not been possible to materialize it into a specialized product for this segment.

Beyond the MICE sector, the portfolio also features a Certification in Ultra-Luxury Hospitality, aimed at cultivating the skills necessary to deliver differentiated service standards and cater to high-end clientele. Complementing these are a range of hands-on culinary and beverage programs, including a Barista Course developed in partnership with the renowned Café Britt, specialized courses in Bakery and Pastry, and intensive international masterclasses, such as a dessert techniques workshop led by acclaimed chef Jesús Escalera.
The programs are designed for maximum accessibility, catering to both seasoned professionals seeking to specialize and newcomers aiming for a rapid entry into the industry. This dual focus is a key part of the university’s vision to elevate the entire talent pool.
This initiative represents a commitment to strengthening the skills of the country’s tourism sector, so that our human talent has higher qualifications and professional preparation. They are aimed at both professionals already working in the industry and those who wish to access continuing education to enter the workforce more quickly, as these are short, intensive, and practical-learning-oriented courses.
Ana María Vega, Dean of the Faculty of Business and Hospitality at ULatina
To accommodate diverse learning styles and schedules, the university will offer a mix of 100% asynchronous virtual modalities and practical, in-person training. This flexible approach ensures that the formally certified programs are aligned with professional standards and accessible to a wide audience. Custom corporate training packages are also available for organizations looking to strengthen their internal teams.
Ultimately, this initiative positions ULatina as a strategic ally to Costa Rica’s tourism ecosystem. In an industry where the visitor experience and destination reputation are increasingly dependent on the quality of human interaction, investing in professional development is a direct investment in the country’s future success and global standing.
