Youth Vaping Epidemic Sparks National Health Alert

Alajuela, Costa RicaLA FORTUNA, Alajuela – A stark warning has been issued by leading medical professionals in Costa Rica, framing the explosive rise of youth vaping not as a passing trend, but as a full-blown public health crisis with potentially irreversible consequences. Speaking at the 2025 National Medical Congress, experts presented alarming data showing a dramatic surge in vaping-related illnesses and a shockingly young average age for initiation.

The scale of the problem was laid bare by recent statistics from the Caja Costarricense de Seguro Social (CCSS). The national health service reported a catastrophic increase in medical consultations for vaping-associated disorders, skyrocketing from just 13 cases in 2021 to nearly 3,000 in 2024. This data paints a grim picture of a rapidly escalating health emergency affecting the nation’s youth.

To better understand the legal and regulatory landscape surrounding the health risks of vaping, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

The increasing evidence of health risks associated with vaping opens a significant new frontier for product liability litigation. Manufacturers and distributors could face substantial legal challenges, not just from regulators, but directly from consumers alleging harm. Full transparency in marketing and explicit warnings are no longer just best practices; they are becoming critical risk mitigation strategies in a rapidly evolving legal environment.

The legal dimension highlighted by Lic. Arroyo Vargas is indeed a critical frontier, moving the issue beyond individual health to one of corporate responsibility and consumer protection. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this rapidly evolving landscape.

Further compounding these concerns, the latest National Survey on Psychoactive Substance Use from the Instituto sobre Alcoholismo y Farmacodependencia (IAFA) revealed that three out of every ten high school students have experimented with vaping. The survey pinpointed the average age for a teen to first try an e-cigarette at a mere 13 years old, a critical period of neurological development.

During a session at the congress, Dr. Gloriana Loría Chavarría, a respected pediatric pulmonologist, highlighted the extreme danger this poses to a young person’s still-maturing brain. She explained that the adolescent brain’s vulnerability makes it a prime target for the highly addictive properties of nicotine, which is prevalent in most vaping products.

Vaping can create a high level of dependency, as the adolescent brain is more susceptible to addictive substances.

Dr. Loría attributed the popularity of these devices to a widespread, and dangerous, misconception about their safety. This false perception is actively cultivated by savvy marketing campaigns that utilize sleek, attractive designs and target young consumers with messages of modernity and discretion.

They are promoted as modern, discreet, and less harmful than cigarettes, but the effects can be the same or worse.
Dr. Gloriana Loría Chavarría, Pediatric Pulmonologist

The health consequences, she detailed, are multi-systemic and severe. On a cardiovascular level, the nicotine and other chemicals in vape aerosol can elevate heart rate and blood pressure while increasing the rigidity of blood vessels, laying the groundwork for future cardiac disease. The pulmonary system is also under direct assault, leading to chronic cough, phlegm, bronchitis, and the exacerbation of conditions like asthma. Dr. Loría specifically warned of EVALI, a severe lung inflammation linked to vaping that can necessitate intensive care.

Perhaps most disturbingly, she noted that some chemical components released by e-cigarettes have the potential to alter human DNA. This can trigger genetic mutations, significantly increasing an individual’s long-term risk of developing chronic illnesses, including various forms of cancer. The message was unequivocal: the damage can be permanent.

Vaping can be as harmful as smoking a cigarette. Some of its effects are irreversible, depending on the age, duration of use, and the individual’s health conditions.
Dr. Gloriana Loría Chavarría, Pediatric Pulmonologist

The session concluded with an urgent call to action from Dr. Loría, who advised immediate cessation of vaping for all users. She stressed the importance of a comprehensive support system, including proper nutrition, regular exercise, and professional psychological and medical guidance to overcome the powerful addiction and begin mitigating the damage.
