CROCUS supports businesses that produce, transform, preserve, or market packaged food products, aiming to stimulate economic growth where it is needed most.

To ensure these public resources yield the highest possible return on investment, the application process is tailored to businesses that have already cleared their initial market hurdles. The program is not designed for abstract business ideas; instead, applicants must have a validated product or service and demonstrate that they have already completed their first sales. This requirement ensures that the seed capital acts as a catalyst for expansion rather than a safety net for untested concepts.
Beyond direct financial assistance, the selected businesses will participate in a comprehensive incubation process. Programa Semilla provides ongoing business training, specialized mentorship, and strategic accompaniment to help entrepreneurs refine their administrative practices. This holistic approach is designed to elevate the long-term competitiveness and operational sustainability of each participant in an increasingly crowded marketplace.
To maintain financial transparency and ensure proper resource allocation, the program utilizes a controlled disbursement model. Rather than receiving lump-sum cash payments, successful applicants will have their approved investment plans funded through direct payments to verified suppliers and service providers. This mechanism guarantees that the funds are utilized precisely as intended, reducing overhead risks and maximizing the tangible impact of the grant.
Interested entrepreneurs have until September 13, 2026, to submit their applications online. The current cycle seeks to expand on the successes of the program’s inaugural launch, which drew over 100 applications and ultimately funded 34 distinct enterprises. By refining its strategy and targeting specific niches, the program hopes to foster a more resilient, inclusive, and geographically diverse Costa Rican economy.
