According to official data from the Ministry of Finance (Hacienda), these substantial funds are actively registered in the national tax system, waiting to be utilized or recovered by their rightful owners.

This massive surplus was brought to light following the government’s transition to the updated TRIBU-CR digital tax platform last year. These accumulated credits represent a combination of tax overpayments, withholdings, advance payments, and other fiscal structures. Taxpayers can strategically deploy these funds to offset current or future liabilities, or, where legally applicable, request a direct cash refund from the state.

Keeping a clean, updated account on the platform is essential for maximizing financial health. In an increasingly digitalized economic landscape, regularly auditing one’s own tax status can yield significant and unexpected liquidity benefits.

Raymundo Volio, a prominent tax attorney at Volio Law, emphasizes that these favorable balances should not be treated as passive accounting figures trapped inside the digital system. He urges taxpayers to proactively investigate the origin of their tax credits to see if they can be actively applied to other fiscal obligations.

Cases of VAT refund requests are frequent; in fact, the Treasury has budgetary allocations specifically destined for this purpose. Therefore, when these refunds are well-substantiated, they are approved in less than three months.

The issue of tax recovery has gained fresh traction due to recent changes affecting cross-border digital services. The list of taxable digital platforms in Costa Rica recently expanded from 161 to 181, including services like Booking.com. This expansion has caused confusion among consumers regarding value-added tax (VAT) charges and recovery mechanisms.

Under local regulations, when a resident is charged VAT on a digital service that is actually consumed or enjoyed outside of Costa Rica, they are legally entitled to request a full refund of that tax. To secure these refunds, however, taxpayers must ensure they submit the correct documentation and meet all standard administrative requirements set by the tax authority.

To find out if they have an active balance, taxpayers must log into the TRIBU-CR platform to inspect their digital tax account. If an active credit is identified, they can initiate a formal recovery process through the Virtual Tax Office (OVI) using Form D-402. Should the tax authority reject a legitimate claim, taxpayers have the right to appeal the decision before the Administrative Fiscal Court.
