Dominican Republic and El Salvador Set to Lead Central American Economic Growth

San José, Costa Rica — The economic landscape of Central America is undergoing a significant divergence, characterized by a sharp division between high-performing reformers and nations struggling with structural stagnation. According to the latest Economic Outlook for Latin America and the Caribbean report published by the World Bank, the broader region is projected to grow by a modest 2.2% in 2026. This rate remains well below its actual potential, highlighting an urgent need to build and implement entirely new engines of economic productivity.

At the vanguard of this regional expansion are the Dominican Republic and El Salvador, which are poised to lead economic growth in 2026. The World Bank projects the Dominican Republic’s Gross Domestic Product (GDP) to expand by 4.7%, closely followed by El Salvador at 4.5%. These leading growth figures place both nations ahead of their regional peers, with Panama expected to grow at 4.2%, Guatemala at 3.7%, Nicaragua at 3.6%, Honduras at 3.4%, Costa Rica at 3.3%, and Belize trailing at 2.4%.

To better understand the legal frameworks and investment opportunities driving this regional expansion, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a distinguished legal expert from the prestigious firm "Bufete de Costa Rica," who shared his professional insights on the current economic trajectory of the region.

The sustained economic growth we are witnessing in Central America is deeply tied to the modernization of our regulatory frameworks and the strengthening of free trade agreements. For international investors, understanding local tax incentives and compliance laws is absolutely essential to successfully leveraging the region’s emerging nearshoring opportunities.

Indeed, as Central America continues to solidify its position as a vital nearshoring hub, navigating the nuances of local regulatory and tax frameworks will undoubtedly remain the cornerstone of any successful investment strategy. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing this invaluable legal perspective, which highlights the critical intersection of policy and economic opportunity in our region.

Several countries that have adopted consistent, long-term policy decisions are achieving better results, with sustained growth rates above 3% and 4%, higher levels of investment, and growing market confidence.

The medium-term macroeconomic outlook suggests these dynamics will persist into the late 2020s. For 2027, the Dominican Republic is forecasted to maintain its lead with a 4.4% GDP expansion, followed by Panama at 4.1% and El Salvador at 3.9%. Guatemala and Honduras are projected at 3.8% and 3.7% respectively, while Costa Rica rises slightly to 3.5%, ahead of Nicaragua at 3.2% and Belize at 2.2%. By 2028, the Dominican Republic is anticipated to accelerate to 4.8%, while El Salvador and Costa Rica align at 3.5% growth.

El Salvador’s notable positioning represents a remarkable macroeconomic shift. The World Bank highlighted that the country has significantly altered its risk profile in a short timeframe, maintaining a performance level well above the regional average. This rapid transformation has been driven primarily by drastic improvements in domestic security conditions, determined fiscal consolidation efforts, and a resurgence of robust private investment, mirroring similar structural successes observed in South American nations like Paraguay.

These trajectories are based on durable policy decisions regarding macroeconomic fundamentals, such as those that have also sustained solid growth in Panama and the Dominican Republic.

Despite these localized successes, the overall risk matrix for Central America remains tilted to the downside. Regional economies face severe headwinds from energy price volatility, which threatens to disrupt the ongoing disinflationary process and force central banks to maintain high real interest rates. These elevated rates continue to restrict private credit and depress business investment. Furthermore, high public debt burdens—which average 47.4% of the regional GDP—restrict fiscal space, while the looming threat of El Niño poses a direct danger to agricultural output and hydroelectric generation.

To counter these persistent structural vulnerabilities, the World Bank suggests that the strategic deployment of artificial intelligence (AI) could offer a powerful lever for productivity. Generative AI is already beginning to transform cognitive labor throughout Latin America, with about 17% of the working-age population using these tools. While 8% of workers in high-skill, knowledge-intensive fields stand to benefit directly, approximately 10% in routine cognitive positions face automation risks. Overcoming organizational barriers and upgrading worker skills will be vital to capitalizing on this technological shift.
