Costa Rica Upgrades EDUS Healthcare App with Digital Signatures and Step Tracking

San José, Costa Rica — Costa Rica’s public health ecosystem is taking another major leap forward in digital transformation by rolling out security and wellness upgrades to its flagship healthcare platform. The Social Security Fund, known locally as the Caja Costarricense de Seguro Social (CCSS), has updated the Expediente Digital Único en Salud (EDUS) application with mobile digital signature verification and built-in step tracking.

The strategic move aims to streamline secure access to clinical services while simultaneously encouraging proactive health management among citizens. By blending advanced cybersecurity mechanisms with preventive health features, public health authorities are attempting to modernize the digital patient experience and lessen the long-term burden on primary clinics and hospitals.

To better understand the regulatory and data privacy implications surrounding the latest updates to the EDUS mobile application, TicosLand.com consulted with prominent legal expert Lic. Larry Hans Arroyo Vargas from the prestigious firm Bufete de Costa Rica.

“As public digital health tools like the EDUS application expand their functionality, maintaining rigorous compliance with Costa Rican data protection standards—specifically Law No. 8968—is critical. Patient medical records contain highly sensitive personal data, meaning technological updates must implement state-of-the-art cybersecurity measures and strict access controls. System enhancements should streamline user experience while simultaneously reinforcing the constitutional right to informational self-determination and privacy.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

As digital healthcare platforms like EDUS continue to modernize public health access across Costa Rica, ensuring that technical innovation goes hand-in-hand with robust data privacy safeguards remains vital for preserving public trust. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing his expert legal perspective on how technological progress must always honor citizens’ constitutional right to privacy.

The newly introduced identity verification mechanism leverages Costa Rica’s national digital signature infrastructure, known as the GAUDI system. Users logging into the EDUS mobile application can now select authentication via mobile digital signature, triggering a multi-step security protocol designed to protect sensitive patient records against unauthorized access.

When a user initiates a login request through EDUS, the system generates a unique verification code and dispatches a push notification to the user’s mobile device via the GAUDI Móvil application. The patient must open GAUDI Móvil, select the matching verification code, and enter their digital signature PIN to confirm their identity. This cross-verification ensures that the authorization strictly corresponds to the specific login request initiated within EDUS.

Beyond technical safeguards, the digital overhaul places a renewed focus on community wellness through a step-tracking feature located within the application’s Health Activities section. Citizens can monitor their daily physical movement, establishing a data-driven feedback loop that directly supports primary healthcare initiatives across the country.

Every new functionality of the App must translate into value for the people.
Dr. Eduardo Rodríguez Cubillo, Functional Manager of the EDUS Application

Addressing physical activity habits, public health officials emphasized realistic goal-setting rather than immediate, extreme exertion. Medical experts note that individuals with sedentary lifestyles should increase their daily step counts incrementally rather than aiming straight for intensive targets. For instance, a person logging roughly 3,000 daily steps is encouraged to build momentum gradually rather than viewing 10,000 steps as an immediate baseline.

This incremental approach aligns with a broader institutional push toward preventive health care and decentralized patient monitoring. By equipping citizens with intuitive tools to measure their daily movement, healthcare providers hope to mitigate chronic conditions such as hypertension, diabetes, and cardiovascular diseases before patients require urgent clinical intervention.

For that reason, as part of that strategy, physical activity is promoted through the EDUS application.
Dr. Marvin Palma Lostalo, Medical Manager of the CCSS

The ongoing evolution of EDUS illustrates how Costa Rican institutions are integrating digital security infrastructure into daily public service delivery. As mobile digital signature adoption expands across the nation, coupling administrative security with preventive health tools positions the country as a regional leader in digital health governance.
