The decision, made within the Legislative Assembly’s Financial Affairs Commission, threatens to further delay a transport link that has struggled to move forward for over half a century.
The legislative decision slashes 263 million colones from the funds specifically earmarked for land expropriations along the highway’s route. Expropriation has historically been one of the primary logistical bottlenecks for major road projects in Costa Rica. By reducing this critical budget line, legislators risk stalling the legal and physical preparation of the land needed to build the highway, which connects the country’s central valley to the economically vital Northern Zone.

The stagnation of the project is most visible in its central section. The 29-kilometer stretch connecting Sifón de San Ramón and La Abundancia in Ciudad Quesada has been completely halted since 2018. This paralysis has turned partially completed infrastructure into a symbol of bureaucratic inefficiency, even as other segments of the route have seen minor progress. The central section is crucial for the overall viability of Ruta 35, making the budget cut particularly concerning for local stakeholders.
Murillo has pledged to keep a close eye on the national budget debates to ensure that no further resources are stripped from the infrastructure project. She emphasized that regional development is impossible without the necessary public investments to support it, urging both her fellow deputies and the administration to prioritize the needs of Alajuela and the Northern Zone.
We will remain vigilant so that the San Carlos Route is not further relegated. We cannot talk about development for the Northern Zone while cutting resources destined for one of the most important infrastructure projects for the region and the country.
