CCSS Optical Laboratory Streamlines Patient Care with New In-House Digital Queue System

CCSS Optical Laboratory Streamlines Patient Care with New In-House Digital Queue System

San José, Costa Rica — In an era where public healthcare institutions are constantly pressured to improve operational efficiency and reduce bureaucracy, the Costa Rican Social Security Fund (CCSS) is leveraging smart technology to revolutionize its customer service. The CCSS Optical Laboratory recently launched a state-of-the-art self-service kiosk and a digital queue management system designed to streamline the patient experience from the moment they walk through the door. Officially operating since August 3, the system represents a significant step forward in the modernization of Costa Rica’s public healthcare infrastructure.

The initial results of this technological deployment speak volumes about its immediate impact. In its first few weeks of operation, the newly integrated system recorded more than 2,470 patient interactions, maintaining a steady daily average of over 200 tickets. Upon arrival, users interact with an intuitive self-service kiosk where they select their specific transaction, which categorizes them immediately into optimized service streams.

To better understand the legal framework and secure compliance within Costa Rica, TicosLand.com consulted with renowned legal expert Lic. Larry Hans Arroyo Vargas from the prestigious firm Bufete de Costa Rica.

From an operational efficiency standpoint, the metrics are highly encouraging for a public facility. The average waiting time under the new system sits at approximately 22 minutes, while the actual face-to-face service time at the service windows averages just 4.6 minutes. By separating the queue management from the actual service delivery, the laboratory has managed to significantly minimize administrative friction and improve overall throughput.

A closer look at the transaction data reveals the primary drivers of demand at the facility. Out of the initial batch of tickets, the pickup of manufactured eyeglasses generated the highest volume with 983 transactions, closely followed by the manufacturing orders themselves at 947 tickets. Optical consultations accounted for the remaining 543 transactions, providing administrators with precise insights into daily operational workloads.

Despite the heavy integration of automated queues and digital touchpoints, the CCSS is quick to clarify that technology is not replacing human personnel. The primary objective of the digital system is to optimize operational workflows, allowing human staff to focus on delivering high-quality, personalized care without the distraction of managing chaotic physical lines.

Furthermore, the platform provides administrators with an invaluable suite of real-time data analytics. Managers can monitor active wait times, observe the performance of individual service windows, and analyze peak demand periods as they happen. This level of business intelligence enables the institution to make rapid, data-backed administrative adjustments to prevent bottlenecking.

Perhaps the most impressive aspect of this technological roll-out is its origin. Rather than outsourcing the project to an expensive external vendor, the entire system—including both the software backend and the physical structure of the kiosk—was developed internally by three talented engineers from the CCSS Logistics Management division. This in-house development model highlights the latent innovation capabilities within Costa Rica’s public sector.

We are incorporating solutions that allow us to better organize care processes, understand how demand behaves, and have data available to make adjustments when necessary. Technology must become a tool that facilitates the service we provide to people.
Dr. Esteban Vega de la O, Logistics Manager of the CCSS

Beyond queue management, the waiting area has been enhanced with a digital screen that displays active turn numbers alongside educational campaigns and important institutional messages. By turning a routine administrative process into a data-driven, user-friendly experience, the CCSS is setting a new standard for public service delivery in Costa Rica.
