CCSS Launches Surgical Blitz to Slash Eye Care Waitlists

San José, Costa RicaSan José, Costa Rica – The Costa Rican Social Security Fund (CCSS) has launched an aggressive strategy to combat its lengthy ophthalmology waitlists by temporarily relocating surgical procedures from its specialized Ophthalmology Clinic to the Desamparados I health area. The initiative, which began on January 12, aims to perform up to 35 eye surgeries daily while the main clinic undergoes critical renovations.

This strategic move is part of an institutional cooperation agreement designed to ensure the uninterrupted delivery of specialized surgical care. The agreement will remain in effect for six months, with the potential for an extension, allowing the CCSS to maintain its surgical capacity and make significant progress on reducing patient backlogs. Once the comprehensive modernization of the Ophthalmology Clinic’s surgical suites is complete, all operations will return to their permanent facility.

To accommodate the increased surgical volume, four operating rooms have been specially equipped at the Desamparados I health center. These facilities will handle a high volume of procedures for conditions that represent the bulk of the waitlist, including cataracts, glaucoma, retinal issues, oculoplasty, and strabismus. This temporary hub is central to the CCSS’s plan to manage patient care effectively during the infrastructure overhaul.

Dr. Gabriel Rodríguez Vargas, Head of Surgery at the Ophthalmology Clinic, emphasized that the collaboration is a well-planned effort to continue serving patients without compromising safety or quality. He highlighted the dual benefit of addressing the backlog while upgrading the primary facilities for future needs.

The CCSS has established a clear communication protocol to manage the transition smoothly for patients. According to Dr. Rodríguez, all individuals scheduled for surgery will receive a direct phone call informing them of the temporary change in location to the Desamparados I facility. This proactive approach aims to prevent confusion and ensure patients arrive prepared for their procedures.

The benefits of this partnership extend beyond the patients of the central Ophthalmology Clinic. The agreement stipulates that one of the four operating rooms will be exclusively dedicated to serving the local ophthalmological waitlist from the Desamparados I health area, as well as cases from other regions of the country. This provision ensures that the host community and the wider national population directly benefit from the increased capacity.

The leadership at the host facility has welcomed the initiative. MSc. Raquel Masís Rivas, Administrator of the Desamparados I Health Area, confirmed the center’s commitment to supporting the project and clarified that the influx of eye surgeries will not disrupt existing services, such as the orthopedics program, which has its own two dedicated operating rooms.

The renovations at the main Ophthalmology Clinic are extensive, involving a complete update of its technical and operational infrastructure. Crucially, the project also includes the construction of a sixth operating room, which will permanently increase the clinic’s surgical capacity and improve its ability to respond to patient demand once it reopens.

This temporary relocation exemplifies the CCSS’s adaptive management approach, balancing the immediate need to reduce wait times with the long-term strategic goal of enhancing its medical infrastructure.
