ARESEP Announces Nationwide Fuel Price Cut for 2026

ARESEP Announces Nationwide Fuel Price Cut for 2026

San José, Costa RicaSAN JOSÉ – Consumers and businesses across Costa Rica are set to receive some welcome financial relief as the new year begins. The Public Services Regulatory Authority (ARESEP) has officially announced a reduction in the prices of all major fuels, with the new rates scheduled to take effect on January 1, 2026. This move is expected to have a positive ripple effect throughout the national economy, easing transportation costs and potentially tempering inflation.

The approved price adjustment will provide a modest but noticeable decrease at the pump. The price of Diesel will see the most significant drop, falling by ¢8 per liter. Meanwhile, Super gasoline will be reduced by ¢4 per liter, and Regular gasoline will decrease by ¢3 per liter. This calculated reduction marks a significant policy update from the country’s chief regulatory body, which oversees pricing for essential public services.

To delve into the regulatory framework that dictates fuel pricing in Costa Rica, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the distinguished firm Bufete de Costa Rica.

The price consumers pay at the pump is a direct result of a legally established methodology managed by ARESEP, not market discretion. This formula is heavily weighted by the Single Fuel Tax, a fixed component defined by law. Therefore, any meaningful and sustained reduction in fuel costs necessitates a complex legislative reform, as mere administrative adjustments have a very limited impact.

This expert analysis correctly shifts the focus from administrative regulation to the imperative of legislative action, clarifying that any substantial and lasting relief for consumers must originate from a change in the law itself. We extend our gratitude to Lic. Larry Hans Arroyo Vargas for providing such a crucial and insightful perspective on this complex matter.

Under the new pricing structure, drivers will pay ¢639 per liter for Super gasoline, ¢632 for Regular gasoline, and ¢549 for Diesel. While these individual reductions may seem small, they can accumulate into substantial savings for commercial fleets, public transportation services, and families who rely heavily on personal vehicles for their daily commute. The adjustment is particularly beneficial for the commercial and agricultural sectors, where diesel is a primary operational expense.

In an official press release, ARESEP detailed the comprehensive technical analysis that prompted the price change. The regulator explained that the decision stemmed from a long-overdue review of the operational margin for the Costa Rican Oil Refinery (Recope), the state-run entity responsible for importing and distributing fuel.

The study is an initiative of ARESEP given that the operating margin has not been updated since 2019 and changes have been recorded in the functioning of the energy markets that affect Recope’s operational management. A rigorous and comprehensive review of Recope’s income, expenses, costs, and investments was carried out in order to update the operating margin and the return on the tariff base for each of the products it distributes.
ARESEP, Official Statement

The regulator’s statement highlights a crucial point: this is the first major update to Recope’s operating margin in seven years. The period since 2019 has been marked by significant global volatility, including supply chain disruptions, fluctuating international energy prices, and evolving logistical frameworks. By conducting a “rigorous and integral” review of Recope’s entire financial structure, ARESEP has recalibrated the tariff to more accurately reflect the current economic realities of fuel distribution in the country.

This detailed financial analysis ensures that the prices paid by consumers are a fair reflection of Recope’s actual costs and required investment, rather than being based on outdated financial models. The mention of “changes in the functioning of the energy markets” suggests that factors such as increased operational efficiency at Recope, more favorable international purchasing agreements, or stabilized shipping costs may have contributed to the ability to lower the final price for the public.

Economically, the impact of lower fuel costs extends far beyond individual drivers. Reduced operational expenses for transportation and logistics companies can lead to lower prices for consumer goods, as savings are passed down the supply chain. For a country heavily reliant on road transport for goods and services, this adjustment could serve as a valuable deflationary pressure, providing a boost to both consumer confidence and business investment as Costa Rica heads into the new year.
