The ambitious undertaking seeks to breathe new life into a corridor that has been dormant for over three decades. The railway originally connecting Alajuela to Puntarenas ceased operations in 1995, after which the tracks were abandoned and fell into disrepair. To fund the essential preliminary groundwork, the Central American Bank for Economic Integration (CABEI) has approved $1.575 million in technical cooperation. These resources will be used to analyze the technical, economic, financial, environmental, social, and legal viability of the initiative. Additionally, the studies will outline the requirements for the final design, construction, equipment, and subsequent operation of the line.

For passenger transport, the project proposes a modern and efficient alternative that helps improve mobility between both regions and reduce dependence on private transport; while in terms of cargo, it seeks to facilitate the movement of goods to and from Puerto Caldera, creating conditions for a more integrated and competitive logistics system.

This coastal railway initiative is part of a broader paradigm shift in Costa Rican infrastructure planning. Faced with worsening gridlock and severe highway bottlenecks, successive administrations have pivoted toward rail transport as a modern, green solution to the country’s mobility crisis.

The undisputed flagship of this national railway renaissance is the Metropolitan Electric Train, affectionately named Tibi—meaning centipede in the indigenous Ngäbe language. This $800 million metropolitan rail line is designed to replace the outdated, low-frequency diesel trains currently operating in the Greater Metropolitan Area, which connects San José, Alajuela, Cartago, and Heredia.

In May, the Costa Rican Congress greenlit the financial framework for Tibi, securing a $250 million credit line from the European Investment Bank and $550 million from CABEI, which includes co-financing and grants from the Green Climate Fund. The 51-kilometer, 30-station system will operate with rapid 10-minute frequencies, carrying an estimated 100,000 passengers daily once fully operational.

Scheduled to begin its first phase of operations in 2031, the Tibi project is expected to eliminate 6.5 million tons of carbon dioxide emissions over its operational lifespan. Together with the newly proposed Pacific rail link, these investments represent a coordinated effort to modernize Costa Rica’s logistics network and push the country closer to its legally binding goal of achieving absolute carbon neutrality by the year 2050.
