Costa Rica Launches Second Edition of IMPULSA to Propel Women Led Businesses into Global Markets

San José, Costa Rica — Forty small and medium-sized enterprises (SMEs) led by women have officially begun their participation in the second edition of IMPULSA, a specialized business acceleration initiative designed to scale up corporate capacities, optimize competitive positioning, and secure a stronger foothold in Costa Rica’s export landscape. The launch event took place at the headquarters of the Promotora del Comercio Exterior de Costa Rica (PROCOMER), uniting forty female business leaders with senior delegates from key national institutions to forge strategic connections and initiate a demanding roadmap of economic integration.

Driven by a public-private alliance, the program is structured to provide intensive technical training, diagnostic business analysis, and high-value networking over a ten-week period. By equipping participants with the resources necessary to navigate global supply chains and foreign trade mechanisms, IMPULSA aims to transform local business concepts into viable international operations. The execution of the program highlights the ongoing economic push in Costa Rica to foster diverse leadership as a mechanism for sustainable national growth.

The systemic gender gap in international trade remains a substantial barrier to economic parity, both globally and within the Latin American region. Facilitating equal access to resources is no longer just a social imperative but a strategic necessity for export-led economies like Costa Rica. Leaders at the launch emphasized that expanding female leadership in high-value sectors directly correlates with elevated productivity and broader market reach.

Globally, only one in five exporting companies is led by a woman. Closing this gap requires more women to have the tools, connections, and opportunities to make decisions, negotiate, and take their businesses to new markets. With IMPULSA, we seek to convert this leadership into growth, supply chain linkages, and exports, so that every female entrepreneur expands her business reach and paves the way for many other women in the country.

The structured methodology of IMPULSA represents a highly technical curriculum divided into four specialized thematic modules. Participants will engage in business diagnostics and strategic planning, commercial intelligence and market positioning, sustainable growth practices, and finally, market access and strategic closing operations. To ensure that the academic concepts translate directly into operational success, each participating enterprise is designated 12 hours of individual, tailored consulting designed around the specific maturity level of their respective business models.

Financial backing for the program is anchored by the Instituto Nacional de Aprendizaje (INA), which provides a scholarship covering 90% of the enrollment costs for each selected business. This public funding demonstrates a structured effort to lower the barriers of entry for high-level corporate training, allowing emerging SMEs to access advanced business coaching that would otherwise require prohibitive capital investments.

At INA, we know that driving the leadership of women who own their businesses is fundamental to transforming the economy, making support for this program a strategic priority for our institution. This alliance allows us to provide 40 female entrepreneurs with key competencies to strengthen their capabilities and access new export and value chain opportunities.

Highlighting the operational scope of the training, the execution of this second edition has been entrusted to the Instituto Iberoamericano Empresarial (IIBE). Consultants will guide the businesses through deep structural audits to isolate supply chain bottlenecks and pinpoint untapped revenue streams. This targeted approach ensures that the 40 selected entrepreneurs emerge with highly actionable corporate frameworks.

During the sessions, we will analyze the internal processes of each company and identify routes toward successful linkages, export opportunities, and connections with other participants and anchor companies.

Modern business integrations, such as digital transformation, artificial intelligence adoption, and data-driven decision-making, are integrated as cross-cutting themes throughout the ten-week curriculum. Furthermore, the program features a Commercial Matchmaking Day, allowing participants to pitch directly to active distributors, corporate buyers, and venture capital investors. This practical business-to-business exposure is augmented by a series of digital conferences led by international trade specialists.

The operational success of this program is already backed by concrete historical data from its inaugural run, which took place between October 2025 and March 2026. Out of the first batch of forty businesses, three successfully established domestic productive linkages, nine initiated formal export documentation procedures, and one completed a milestone export transaction directly to the United States. Furthermore, over a third of the previous cohort graduated fully prepared to explore international trade corridors immediately.

IMPULSA taught me to think like an entrepreneur, plan, and better structure my business. Today I look for new clients, explore markets, and develop alliances. One of its greatest contributions was helping me turn my ideas and experience into a strategy with concrete actions, in addition to connecting me with other women to support each other, open doors, and generate opportunities.

Looking ahead, the intensive training phase of IMPULSA is scheduled to wrap up in November, which will then trigger an extensive monitoring and documentation period extending until March 2027. This rigorous post-program evaluation allows PROCOMER, INA, and IIBE to measure the economic yield of the training, quantify trade metrics, and continue refining a national development model that leverages female leadership to bolster the overall competitiveness of the Costa Rican economy.
