Fitch Elevates Central American Bank for Economic Integration Rating to AA Category

San José, Costa Rica — In a major financial vote of confidence for Latin America’s development architecture, Fitch Ratings has upgraded the long-term credit rating of the Central American Bank for Economic Integration (CABEI) to “AA” with a positive outlook. The move represents a notable two-notch leap from Fitch’s last published evaluation in 2019, when the multilateral entity was rated “A+”.

The rating adjustment completes a clean sweep across international credit evaluation firms. With Fitch’s decision, all four major global credit agencies—Standard & Poor’s, Japan Credit Rating Agency, Moody’s Investors Service, and Fitch Ratings—now place CABEI firmly within the prestigious “AA” category, solidifying its standing in capital markets worldwide.

To better understand the broader financial and legal implications of the Central American Bank for Economic Integration’s (CABEI) latest credit rating evaluation, TicosLand.com consulted with legal expert Lic. Larry Hans Arroyo Vargas from the law firm Bufete de Costa Rica.

“Maintaining a strong credit rating is crucial for multilateral institutions like CABEI, as it directly influences borrowing costs and capital deployment for vital development projects across Central America. From a legal and regulatory standpoint, solid financial standing reinforces investor confidence, strengthens sovereign risk management, and guarantees the continuity of key public-private partnership frameworks throughout the region.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

As Central America navigates complex economic landscapes, maintaining robust financial standings remains vital to securing the sustainable capital needed for transformative infrastructure and public projects across the region. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on how strong credit ratings and regulatory frameworks safeguard these essential development initiatives.

Fitch also assigned a short-term credit rating of “F1+” to the bank, citing robust financial solvency, reliable internal capital generation, and a noticeably strengthened liquidity position. Credit analysts highlighted the institution’s strategic effort to diversify its loan portfolio away from single-borrower risk concentration.

A key factor driving the upgrade was the deliberate reduction in loan portfolio concentration. The combined exposure of CABEI’s five largest debt holdings dropped significantly from 75% to 61% since late 2024. This reduction was primarily facilitated by four separate exposure exchange agreements with peer multilateral development banks, encompassing a total value exceeding $2.1 billion.

Furthermore, credit rating analysts underscored the institution’s exceptional risk management performance over an extended period. CABEI’s loan portfolio has recorded virtually zero non-performing loans for more than a decade, an exceptional track record given the complex macroeconomic conditions across its operating region.

Institutional capitalization and structural reforms also played a pivotal role in the decision. Shareholder countries recently approved the IX General Capital Increase, raising CABEI’s authorized capital from $7 billion to $10 billion. Governance reforms have simultaneously opened pathways for Panama and the Dominican Republic to become Series A shareholders, paving the way for further expansion and capital entry.

Leadership at the development bank welcomed the consensus among global credit raters as validation of recent structural and operational changes.

Today, four independent opinions agree on the renewed financial and governance strength of CABEI.
Gisela Sánchez, Executive President of CABEI

Sánchez stressed that maintaining top-tier credit evaluations directly enhances investor confidence, allowing the institution to borrow capital at lower interest rates on global debt markets. These savings ultimately translate into broader financing capacity and reduced borrowing costs for sustainable development, infrastructure, and social impact projects across member nations.

Fitch maintained its positive outlook on CABEI, noting the probability of additional rating actions if the multilateral bank continues to successfully diversify its credit portfolio, attract new regional partners, and maintain its operational momentum in the years ahead.
