Dirección Nacional de Notariado Gives Exclusive Interview on the Impact of Artificial Intelligence in Notarial Law

San José, Costa Rica – In an exclusive interview for Costa Rica Business News, Lic. Luis Mariano Jiménez Barrantes, the Executive Director of the Dirección Nacional de Notariado (DNN), delves into the transformative role of Artificial Intelligence (AI) in notarial law.

As technology continues to advance, the integration of AI tools into legal frameworks becomes increasingly imperative, and the DNN is at the forefront of this evolution.

Embracing Technological Advancements

When asked about the DNN’s role in the adoption of AI by notaries, Jiménez Barrantes highlighted the institution’s proactive stance in integrating new technologies.

The Dirección Nacional de Notariado has been fostering the adoption of new technologies in the notarial field. We emphasize the significant national, Central American, and even global role that the National Registry has played. Undoubtedly, the DNN will continue to support notarial management with tools that not only enhance their operations but also accompany them, never with the intention of replacing the notary, as their personal guarantee is indispensable

The DNN’s commitment to technological integration underscores its crucial role in supporting the notarial function, ensuring it remains robust and relevant in this digital age. The reassurance that notaries will not be replaced by AI but rather supported by it is particularly important.

This highlights a balanced approach where human oversight and technological advancements coexist harmoniously.

AI for Early Detection and Management

Addressing the potential benefits of AI tools for early detection of irregular behaviors, Jiménez Barrantes acknowledged the futuristic aspect of such advancements but recognized their potential value.

It is quite forward-looking to predict the specifics, but undoubtedly, as we oversee the interests of approximately ten thousand notaries, the DNN’s mission is to seek the best conditions for notarial management. This is a fundamental pillar of our legal system, and with the adoption of AI, we will remain at the forefront, adapting and anticipating responsibly

This forward-thinking approach reflects the DNN’s awareness of its role in adopting and utilizing present and future tools to enhance the notarial profession in Costa Rica.

The idea of early detection systems powered by AI is a testament to the DNN’s commitment to maintaining high standards of integrity and efficiency in notarial practices.

This could potentially lead to a more transparent and secure legal environment.

Standardizing Processes with AI

On the topic of standardizing notarial processes through AI-verifiable steps, Jiménez Barrantes expressed optimism.

Though I am not a technology expert, I foresee that as we continue working and aiming to serve and provide available support to notarial work, it will be a matter of observing how trends evolve. Our interest and purpose are to aid the notarial function and the DNN itself. Thus, within our capabilities and willingness, we will always seek to propose, discuss, and listen regarding what should be made available to the notaries of Costa Rica

The DNN’s openness to innovation and its pivotal role in the legal system ensures that notarial functions will evolve meticulously in the coming years.

The potential for AI to standardize processes could lead to more consistent and reliable notarial services, benefiting notaries and the public alike.

This forward-looking attitude positions the DNN as a leader in embracing change while safeguarding the core values of notarial work.

A Commitment to Future-Proofing Notarial Law

The insights shared by Jiménez Barrantes illustrate the DNN’s dedication to embracing AI while safeguarding the integrity and essential human element of notarial work.

This commitment not only enhances the efficiency and reliability of notarial services but also ensures their adaptation to future technological advancements. By remaining vigilant and adaptable, the DNN is poised to lead the notarial sector through the digital transformation, ensuring that legal processes are both cutting-edge and trustworthy.

As Costa Rica continues to evolve into a high-tech hub in Central America, the perspectives on the integration of AI in various sectors are rapidly advancing. The country’s progressive stance on technology adoption is evident across industries, reflecting a broader commitment to innovation and modernization.

The legal sector, with the DNN’s proactive approach, exemplifies how traditional fields can seamlessly incorporate modern technologies to enhance service delivery and maintain relevance in a digital world.

This shift towards a tech-centric future positions Costa Rica as a beacon of innovation in the region, demonstrating that even deeply traditional sectors like notarial law can embrace change and thrive.

The interview was conducted by Lic. Larry Hans Arroyo Vargas as part of the thesis “Innovando en el Derecho Notarial y Registral: El Papel de la Inteligencia Artificial“, available at the Legal Library of Bufete de Costa Rica.
