The Second Cantonal Road Network Program (PRVC-II), a collaborative effort spearheaded by Costa Rica’s Ministry of Public Works and Transport (MOPT) and the Inter-American Development Bank (IDB), has fundamentally reshaped territorial development and connectivity across all seven provinces.
The ambitious program, which also involved crucial partnerships with local governments and the German Agency for International Cooperation (GIZ), has left a tangible legacy of progress. Over its course, PRVC-II executed a total of 144 distinct infrastructure projects spread across 75 of the nation’s cantons. This represents a monumental undertaking that directly impacts the daily lives of citizens in communities far from the central valley.

The physical scope of the achievement is staggering. The initiative facilitated the comprehensive overhaul of 119 separate roads, totaling 412.72 kilometers of improved surfaces. Additionally, the program addressed critical choke points by constructing or upgrading 25 bridges, which together span 539.73 meters. These interventions go far beyond simple repaving, representing a holistic approach to modern infrastructure that enhances both utility and safety for rural populations.
A key feature of the program was its focus on building resilient and sustainable infrastructure. The projects incorporated modern, robust drainage systems designed to withstand the country’s challenging climate. Furthermore, a strong emphasis was placed on road safety, with the integration of essential elements like sidewalks and clear road markings. In a testament to Costa Rica’s environmental commitment, the program also included the construction of dedicated wildlife crossings to protect and preserve local biodiversity.
Beyond the concrete and asphalt, the PRVC-II fostered significant social and economic empowerment at the grassroots level. A core component of the program was the creation of 20 micro-enterprises dedicated to road maintenance, known as Community Standards Manual Road Maintenance (MMEC) groups. Remarkably, 12 of these new ventures are led by women, injecting new entrepreneurial opportunities into local economies and promoting gender equity. At their peak, these groups were responsible for the annual upkeep of 1,020 kilometers of roads.
The program’s conclusion did not signal an end to this economic stimulus. As part of a sustainable exit strategy, the micro-enterprises received specialized equipment to ensure their long-term viability. Today, 15 of these organizations remain fully active, having successfully transitioned into self-sustaining businesses that provide maintenance services to both public and private sector clients, creating a lasting legacy of employment and local expertise.
Institutional strengthening was another cornerstone of the project’s success. The initiative invested heavily in building local capacity by providing technical training to 369 municipal officials, empowering them with the skills to manage their infrastructure more effectively. This was complemented by the implementation of a sophisticated Road Asset Management System in 10 municipalities and the development of strategic Five-Year Road Plans in 79 cantons, ensuring that the benefits of the investment are maintained for years to come.
Finally, the program advanced a national conversation on mobility and safety. It championed a nationwide campaign based on the “Inverted Mobility Pyramid” approach, a modern urban planning concept that prioritizes pedestrians, cyclists, and public transport over private vehicles. This forward-thinking strategy, combined with the extensive physical and social investments, solidifies PRVC-II as a comprehensive model for sustainable and inclusive development that connects communities, creates opportunity, and builds a more resilient future for Costa Rica.
