The plan involves embedding 47 specialized nursing professionals into the nation’s primary care clinics, known as Ebáis, to directly address some of the country’s most pressing health challenges, including chronic diseases, mental health, and maternal care.
This strategic deployment marks a fundamental shift towards more proactive and decentralized healthcare. The initiative will begin as a one-year pilot program across 15 designated health areas, strategically chosen to cover a wide demographic and geographic range. The selected regions include major urban centers like Tibás-Uruca-Merced and Mata Redonda-Hospital, as well as rural and coastal communities such as Los Chiles, Talamanca, Cóbano, and Nicoya, ensuring that diverse populations will benefit from the enhanced services.

These nurses will provide crucial education on healthy nutrition, physical activity, and the importance of medication adherence, empowering patients to take a more active role in managing their conditions and preventing complications.
The initiative also brings a substantial upgrade to women’s health services. Pregnant women will gain greater access to comprehensive prenatal and postpartum check-ups. The specialized staff will offer guidance on vital topics such as breastfeeding and family planning. Furthermore, they will play a key role in preventative care by facilitating the early detection of breast and cervical cancer, potentially saving lives through timely intervention and follow-up.
Perhaps one of the most critical components of this expansion is the reinforcement of mental healthcare at the primary level. Recognizing the growing need for accessible psychological support, the new nursing professionals are trained to assist individuals and families coping with anxiety, depression, emotional distress, and substance use. Their role will extend to providing crucial support in situations involving domestic violence and suicide risk, offering consultations on individual, family, and group bases.
This strategic delegation of duties is expected to create a positive ripple effect throughout the entire primary care system. According to the CCSS, by having specialized nurses manage these specific patient cohorts, general practitioners at the Ebáis will have more available time. This will allow them to concentrate on more complex medical cases, urgent health matters, and patients with decompensated chronic conditions, thereby improving the overall efficiency and responsiveness of the clinics for the entire insured population.
The effectiveness of this ambitious program will be under close observation. The CCSS has established a clear timeline for evaluation, with a comprehensive review scheduled for June 2027. This assessment will analyze the project’s impact on key performance indicators, including patient access to services, improvements in disease prevention, and the overall quality of care delivered.
