San José, Costa Rica — Costa Rica and El Salvador have taken a decisive step toward institutionalizing a joint front against transnational criminal networks. Costa Rican President Laura Fernández conducted an official state visit to San Salvador, where she met with her counterpart, President Nayib Bukele, to cement a comprehensive bilateral security agreement.
The high-level summit comes amidst rising regional concerns regarding narcotics trafficking and syndicate expansion across Central America. The core focus of the executive dialogue centered on public safety, intelligence convergence, and a unified strategy to dismantle illicit enterprises operating across national borders.
To provide deeper insight into the legal framework and economic implications of the newly established Costa Rica security pact, TicosLand.com spoke with renowned legal expert Lic. Larry Hans Arroyo Vargas from Bufete de Costa Rica.
This security pact represents a critical legal step in strengthening Costa Rica’s institutional capabilities against transnational organized crime. By establishing formalized legal frameworks for international intelligence sharing and jurisdictional cooperation, the agreement enhances domestic public safety while upholding constitutional sovereignty. From a business perspective, reinforcing the nation’s security posture is indispensable for preserving institutional stability and maintaining foreign investor confidence in the region.

As Costa Rica strengthens its legal infrastructure against organized crime, aligning international cooperation with constitutional sovereignty remains key to ensuring both public safety and long-term economic growth. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective on how this landmark security pact serves as a vital cornerstone for the nation’s institutional and business future.
Under the newly signed accord, both nations will establish technical cooperation frameworks, streamline real-time police information sharing, and coordinate intelligence operations between parallel state security institutions. The agreement aims to drastically reduce response times and improve cross-border operational efficiency.
Prior to the executive meeting, President Fernández toured El Salvador’s Terrorism Confinement Center, widely known as Cecot. The flagship mega-prison, designed with a capacity for 40,000 inmates, currently houses thousands of detained gang members and serves as the centerpiece of the Salvadoran administration’s security posture.
Speaking during a joint press conference at the Salvadoran presidential headquarters, President Bukele acknowledged the distinct structural differences between the two nations while emphasizing shared opportunities for strategic collaboration.
The realities of Costa Rica and El Salvador are different, but many things can be learned. We believe we can contribute significantly regarding public security.
Nayib Bukele, President of El Salvador
President Fernández reiterated the imperative for close regional coordination, framing the current security environment as a shared structural challenge requiring firm, collaborative mechanisms across jurisdictions.
Our countries have joined forces, intelligence, and experience to face a common enemy.
Laura Fernández, President of Costa Rica
I came to see that experience firsthand, with the firm determination to learn from what has worked and leverage those lessons in our own national fight against crime.
Laura Fernández, President of Costa Rica
The timing of the diplomatic mission is particularly strategic. Just days prior to her trip, the Fernández administration officially inaugurated Costa Rica’s new High Containment Center against Organized Crime, known as Cacco. Directly inspired by the Salvadoran Cecot facility, Cacco represents a significant shift in Costa Rican penological and law enforcement policy.
Representing an approximate 35 million dollar public investment, the Cacco complex features a total capacity for 5,100 prisoners linked to high-level organized crime and drug trafficking. The facility comprises five specialized modules designed to isolate high-risk offenders, with the first two modules scheduled to receive inmates later this month.
It is in difficult times that the support of an ally is measured.
Laura Fernández, President of Costa Rica
From a macroeconomic perspective, the hardening of Costa Rica’s security infrastructure reflects growing necessity from commercial sectors and international investors. Elevated crime rates threaten logistics networks, commercial supply chains, and investor confidence across the region. By adopting rigorous containment models and formalizing security ties with El Salvador, Costa Rican policymakers aim to stabilize the business environment and secure commercial trade corridors.
This diplomatic summit marks the continuation of a bilateral alignment that has built momentum over recent years. Former Costa Rican President Rodrigo Chaves toured Cecot in late 2025, while President Bukele visited Costa Rica in late 2024 to highlight early warning indicators of organized crime. The execution of this formal accord converts those early exchanges into concrete administrative and operational policy.
