Costa Rica Audiovisual Sector Soars as Tech Brands Invest in Growing Local Market

San José, Costa Rica — Costa Rica is rapidly cementing its reputation as a preferred hub for international film and video production in Central America. According to official data from the Foreign Trade Promotion Board of Costa Rica (PROCOMER), the country secured US$11.17 million in international audiovisual business throughout 2025. This figure reflects 87 foreign projects—a sharp increase of 41 projects compared to the previous year—demonstrating strong momentum for the nation’s creative ecosystem.

These international deals encompassed a wide spectrum of visual formats, ranging from digital content platforms, television series, and feature films to high-budget documentaries. The influx of foreign capital directly boosted domestic enterprises specializing in pre-production, specialized logistics, technical crews, and post-production services. To match this heightened commercial activity, technical training initiatives upskilled approximately 250 local audiovisual industry professionals during the same timeframe.

To provide deeper insight into the regulatory landscape and economic incentives transforming the Costa Rica audiovisual industry, TicosLand.com spoke with legal expert Lic. Larry Hans Arroyo Vargas from Bufete de Costa Rica.

“Costa Rica’s legislation for attracting international film and TV productions offers powerful tax exemptions and administrative benefits. However, foreign investors and media houses must carefully navigate local intellectual property laws, labor agreements, and regulatory filings to maximize these incentives while remaining fully compliant with national law.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

As Costa Rica continues to solidify its reputation as a vibrant hub for international filmmakers, balancing lucrative financial incentives with meticulous legal compliance remains paramount to unleashing the industry’s full potential. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing his insightful perspective on helping global media partners successfully navigate our nation’s regulatory landscape.

This rapid commercial evolution is reshaping the local workforce as well. Industry specialists report that traditional boundaries separating still photography, commercial videography, and social media production are disappearing. Modern creators are increasingly required to operate across multiple visual disciplines simultaneously, managing multi-platform deliverables for global and corporate clients.

Academic and governmental policy frameworks are pivoting to support this expanding market. Higher education institutions, such as the University of Costa Rica, continue to offer dedicated multimedia and audiovisual communications programs designed to produce skilled project planners and producers. Furthermore, the National Policy for the Promotion of Creative and Cultural Economies 2025–2034 highlights the audiovisual sector as an essential engine dominated by micro and small businesses that require targeted institutional support.

Capitalizing on this market growth, global imaging brand LUMIX has officially re-established its commercial presence in Costa Rica to coincide with the brand’s 25th anniversary. Operating through local distributor Foto Electrónica de Centro América S.A. (EFO), the company aims to deliver specialized sales, direct technical support, and community engagement for a changing landscape of hybrid visual creators.

Costa Rica has a very active community of photographers, videographers, and creators. For us, it is important to return in a close and sustained manner, but also to listen to those who use these tools and understand how their needs have evolved.
Rodrigo Costa, Sales Manager at Panasonic

To celebrate its relaunch and quarter-century milestone, LUMIX rolled out professional workshops led by prominent Costa Rican photographer and producer Eloy Mora. These sessions provided hands-on training, lighting directorship, and practical demonstrations designed for emerging students and established professionals alike. Commercial support also includes specialized service facilities via the Taller de Equipos Fotográficos in Santo Domingo de Heredia, as well as retail locations in Curridabat and Escazú.

We want this new stage to have a community component. It is not just about putting equipment on the market, but about generating spaces for learning and exchange with those who work or are training in photography and audiovisual production.
Gustavo Osborne, Representative at EFO

As international film commissions continue to leverage Costa Rica’s natural backdrops and competitive service sector, the integration of global equipment manufacturers, local university pipelines, and targeted national policies positions the country for sustained growth in the regional creative economy.
