The comprehensive overhaul will be financed through a combination of international loans and user-paid tolls. Drivers utilizing the modernized route can expect to pay a toll of approximately $3 in each direction. In return, the highway will be expanded to include an additional lane in each direction, a significant upgrade designed to alleviate one of the country’s most notorious traffic bottlenecks.
A key strategic element of the new law is its provision for a phased construction approach. This will allow work to commence on cleared sections of the route while the government concurrently manages the necessary and often complex process of land expropriations. This pragmatic strategy is designed to prevent the entire project from being halted by individual land acquisition delays, a common hurdle in large-scale public works.

The scope of the project extends far beyond simply adding new lanes. The $770 million budget encompasses a massive series of integrated works. Plans call for the construction and improvement of 21 interchanges at critical junctions, including Circunvalación–Juan Pablo II, Cariari, the Juan Santamaría International Airport, San Antonio, and Río Grande. This network of upgrades is aimed at creating a more fluid and efficient traffic system along the entire corridor.
Enhancing safety and accessibility for all users is another cornerstone of the plan. The project includes the construction of 20 pedestrian overpasses, 110 dedicated bus bays to streamline public transport, 25 new vehicular bridges, and two railway bridges. Furthermore, seven existing bridges will be fully rehabilitated to meet modern standards. The plan also incorporates environmental considerations, with 18 dedicated wildlife crossings to be built to protect local fauna.
The substantial financing for this ambitious undertaking has been secured from two major international development partners. The Central American Bank for Economic Integration (BCIE) will provide the bulk of the funding with a $600 million loan. The remaining $170 million will be financed by The OPEC Fund for International Development, underscoring the global confidence in the project’s viability and importance to Costa Rica’s economic development.
