The suspension of construction authorizations and density modifications only affects projects that are using, or intend to use, the “compensation of densities and coverages” figure outlined in a contested government decree. This legal tool allows developers to increase building density in certain areas in exchange for conservation in others.
The precautionary measure does not imply a total halt to all tourism or construction projects in Papagayo.
